Wendy Edde

Wendy Edde returned to EOA in 2025 after a stint creating the City of Bend, OR stormwater
utility and quality program, and serves as a Senior Project Manager. In her nine total years
at EOA, Wendy has focused on cost reporting, firefighting and unhoused populations
coordination, low impact development, construction site, municipal maintenance, SWMP
development, and program management of Phase I and Phase II programs. She brings with
her strong experience in utility and utility fee setup, permit negotiations, interdepartmental
and interagency coordination, community based social marketing, and knowledge of
various low impact development controls including stormwater underground injection
controls and related permitting. Born and raised in Santa Rosa, CA, Wendy earned a B.S. in
Environmental Policy Analysis and Planning – Environmental Science from U.C. Davis, and
has lived in various cities throughout the San Francisco Bay Area. In her free time Wendy
enjoys spending time with family and friends backpacking/hiking, playing soccer, learning
tap dancing, and curling.
