EOA was founded in 1985 by Don Eisenberg and Adam Olivieri in Oakland, California. From the beginning, our mission has been to provide exceptional client service while fostering a collaborative culture that encourages innovation and develops practical, science-based solutions to complex water quality challenges. While our services and expertise have evolved over the past four decades, our commitment to scientific integrity, collaboration, and practical solutions has remained constant. Today, EOA is recognized as one of California’s leading environmental consulting firms, helping communities and public agencies develop collaborative solutions that protect water quality, restore watersheds, and support sustainable, resilient communities. We have partnered with clients throughout the state to lead many of California’s most successful regional and statewide water quality initiatives, combining technical excellence with practical implementation to achieve lasting environmental outcomes.

Our team of more than 30 scientists, engineers, planners, GIS specialists, software developers, and environmental professionals supports public agencies, private organizations, and nonprofit partners on projects that protect, enhance, and restore water quality and watersheds throughout Northern California and across the West Coast.
